If the part number cannot be read, identification uses measurements and photographs. The sample is checked in the shop, and diameter, length, thread, and seating face are put on a drawing. That drawing is used both for the supply search and for manufacturing.
Reverse engineering finds the working equivalent of the sample in hand. Naming the system it belongs to (engine, drivetrain, brake, running gear, electrical, or hull) and the platform (BTR-80 or a variant) shortens the match.
The quote splits the result in two: supply of an existing part, or manufacturing. Which one applies is not stated before the sample review and the stock search are finished.
